Can i use flash punk with just adobe flash pro?

if so could someone explain it to me,because i have been having a lot of trouble with flash develop and wanted to know if there was a way around it.

FlashPunk is an ActionScript library and it works much differently than the way Adobe Flash CC handles creating movies.

You can use FlashPunk with any IDE (or none at all). If you don’t like FlashDevelop, feel free to use Adobe Flash Builder, FDT, or good ol’ Notepad.
